    A friend of mine Mary Quigley and her husband live in North Carolina, USA. In November last year Mary & her husband adopted a little boy from an orphanage in Vietnam. They went through the full system, homestudy and approval from the DIA (Department of International Adoptions) in Hanoi.

    They adopted the child and went through their G & R (Giving & Receiving ceremony). They are now the legal parents of the child under Vietnamese and US law.

    They applied for a visa for the child to return to the US. USCIS in Hanoi handed them a NOID (notice of intention to decline). There are two other US couples in their group who were also given NOID's. They are still in Vietnam trying to have their cases reviewed. They have been with their adopted children since early November. They now only have two choices. Put the child back in the orphanage and return to the US or stay on in Vietnam and try and sort the situation out.

    As an Irish citizen, Mary came to Ireland in December with her child, her husband returned to North Carolina. She is still here, she cannot return to her home in the US with her child. She is trying to sort out her problems from here. Mary is an academic, she is a university professor.

    Mary is seeking the help of the Irish media to try to pressure the US authorities to grant the child a visa to enter the US. She is in total limbo at the moment.
