In terms of regulating martial arts, the government has no interest in any association - the Revenue might take an interest in any tax issues arising though. But generally you can set up any association you want.

If you mean setting up a National Governing Body (NGB) and being recognised by the Irish Sports Council (which is what people usually mean when they say they're "recognised by the government") then you may want to read this document and have a look at the Irish Sports Council's website: http://www.irishsportscouncil.ie

I think you just have to associate with people.

IMAC (Irish Martial Arts Comission) is recognised by the sports council, so if you contact them, they will advise better.

If you know what your doing or if you are under the direction of people who have been practicing a long time then all you really need is insurance for an mishaps etc.

Associations can be helpful but in some ways but are not the be all and end all of everything.
