Strange structure at DUB

Check out this terrific picture on Airliners.net. My question is though: has anyone any idea what the round structure in the foreground, just to the left of the approach lights is? Don't know if I can link to the image... try just pasting in this URL: http://www.airliners.net/open.file/1314048/L/

Yes indeed it's the Collinstown VOR DAP. IDENT: _ . . ._ ._ _ .

I only heard of it just recently. That just tells you how long it has been since I flew into Dublin.
