exterior renovation

    im currently renovating a terraced bungalow. the exterior finish on the front is course pebble dashing and around the front door area is what i can only describe as a mass concrete type porch. this ugly structure has no apparent use and is a feature on a lot of council type houses. can i remove this stucture and remove the pebble dashing in favour of a more modern finish like a smooth render or a less course type of dashing. this will make the front of the house differ to that of my neighbours so do i need planning permission or just the approval of my neighbours.
