3% water charge in road tax

Does anyone know in what years budget that water charges of 3% was charged on road tax over 2 years, total 6%. what year was this introduced in the budget

December 19th 1996 the Minister for the Environment announced that the Water Charge was going to be replaced by a new system whereby the road tax collected in each area would be the source for local council funding.

Was that the 3% charge put on road tax in 1997 and another 3% in 1998? or was that a proposal only at that time. I thought the 3% on road tax was earlier, maybe latter 80s or early 90s. There was a definite 3% charge for 2 years. Thank you for your reply.
