Advice on setting up a charitable foundation

Hi, I was wondering if anybody out there could give me some advice on starting a charitable foundation for the purposes of raising funds, developing facilities and amenities. As far as I can make out a "Foundation" under Irish law is simply a company limited by a guarantee or trust. Is this true? Thanks. S
