there may be a few causes... if the condensation is not excessive i wouldnt worry about it
is the condensation on the room side of the inner pane???
if it is excessive i would question the ventilation in the room??? have you passive or trickle vents??? are they fully opened??

its the pane on the inside that the condesation is building up on. i have notice that there is a build up of water on the windows boards it seems a lot.

Whats the material of the window frames in question. Aluminium frames from a few years ago suffer from condensation badly, this is due to the frame allowing heat through very quickly,

You're not talking about moisture between the sandwich of glass here?

He has stated that its the internal pane and not between the glazing cavity. The clue is that it is on the window board ;)

There are a lot of reasons for condensation on windows and most will be at there worst at this time of year with the drop in external temperatures. The most common problem is poor ventilation. You should ensure that there is a free flow of air through for example a trickle vent in the window. It also helps to leave directly facing room doors open to allow the air to change especially during daylight hours.

You could also consider putting a louvered vent into the room door. Avoid leaving bathroom/en suite doors open and make sure that they have mechanical air extraction systems. Also avoid drying clothes on the rads.
