Within what timeframe am I still eligible to open a paypal dispute?

    I ordered an electrical item from an ebay seller recently and it arrived with a slight dent although otherwise it worked fine, I left positive feedback but did mention that the item arrived with a slight dent. This was delivered in 4 days.

    I purchased a second item from this seller since but I didn't hear anything from him for about 4 days after the order, I emailed him and he said there was a slight delay with my order but didn't elaborate any further. It's another week on now and still no further contact from him, I did send another email yesterday but no reply yet.

    I am thinking now maybe he took exception to me commenting that the previous item was dented. As I said, I left a positive review but was honest also, what point is there in Ebay ratings otherwise.

    Basically I want to know how long I should let this go before I should think about looking for my money back. Is it paypal that I contact or Ebay?
