Penalty points for no tax/insurance displayed?

    Hi A friend of mine bought a car to sell on & there was no tax or insurance discs in the window.which didnt bother him as he had no intention of driving it & never did.
    But he made the mistake of parking in a public carpark & recieved 2 letters stating he was gonna be fined for not displaying tax & insurance too. €60 each.

    would he get penalty points for this?
