Can anyone please tell me if I would be liable to import duty when purchasing a dvd set valued at 53 euro from the USA.

In theory yes, but it depends on how the item is shipped....

If its sent out in the US post, An post will not bother trying to claim the duty cause of the amount of post they handle in a day.

If its send by a courier company they may or may not try reclaim the VAT. I got hit for €4 VAT by DHL a few weeks ago, first time ever to be hit for anything, although most of my ebay purchases are low value... If its been shipped to a business address most courier companies don't seem to bother trying to get the duty, they seem to mainly focus on private addresses for this...

Alot of Ebay sellers will also offer to "reduce" the value on the shipping invoice, if its below €20 there is no import duty...

Not quite true. There are customs officials working in the An Post mails center and they inspect packages every day. They only do as much as they can handle though, so not all of them. I've had DVDs delivered through An Post get opened and inspected and had to pay charges. It is true though that a lot of courier companies charge on everything coming through though. $80 worth of clothing from the US and I got hit with a 40 euro bill from Fed Ex.

Some even do it without telling you, especially ones selling from Hong kong. I wonder though if you bought something for say 100 euro, and the seller put a value of 10 on it, would there be insurance issues if something happened to it in the post? The seller could argue that it wasn't insured for the full amount in order to help the recipient avoid tax and therefore not cover damage/loss. Just a thought.

Also, please everyone note before this conversation goes any further that asking how to avoid customs is a no no.
