Being Stopped from moving departments

I applied for a job in a different department through my companies HR dept on Monday. They told me to forward me c.v and they would put me forward or the position that was advertised after i told my manager. Fair enough, i told my manager and sent off my c.v. back to HR.

Today my manager approached me and told me i cannot be put forward for the job as my current department is too busy especially coming up to christmas.

My question is, can they do this? Theres nothing in my contract about not being able to change departments at any time.

If they had told me i wasn't qualified for the new job, fair enough but they wouldn't even let me have an interview. This seems very unfair to me considering there is more than enough people in this department to cover the work.
I know in the past alot of people have had trouble trying to change from my department to other places, alot of applications end up blocked like mine.

I guess im asking if this goes against my rights in any way?

Forgot to mention, they just hired 30 new people for xmas work in my department, so they really do have more than enough people

unless your company has a policy saying that you cannot be stopped from moving departments then you're probably out of luck. Go ask your HR if there is such a policy.

Well HR had no problem putting me forward, it seems to be the floor manager in my deparment. It just seems wrong to me that they can do that
