"Do it yourself" would be the consensus, but anywhere that'd do powdercoat/spray/artwork would be a place to start, even if just for some advice.

    What make/model laptop?
    Or a better question:
What materials are used to make the bits you want to have sprayed?
You could possibly find places more receptive (or with lower quotes) if you were to do the preparation work yourself.
By prepare I mean disassemble, wash, dry, sand* and possibly undercoat, but that could vary depending on the type of paint, powdercoat etc. you wish to apply.

*depends on material/type of plastic and the finish you're looking for. You can use special plastic primers and avoid having to sand plastic prior to base-colour undercoating and finishing.

The best and quickest way would be to completly remove the shell of the laptop. And take it to a car garage. A nice perl or metalflake would look nice. You can do it yourself too, a few coats of primer, some base colour ( silver ) and then a few layers of the actual colour. Then some clear lacquer. Would look nice.

Just dont do what they did in the film hackers, cut out some cardboard, and spray all over the place.

Note, try not to let it end up like this:

Try the following websites as an alternative to painting www.laptopskins.net www.schtickers.com or www.lapjacks.com

Do it yourself, or your friend can do it for himself. Just get a few cans of auto primer/base colour/lacquer, various sheets of wet and dry sandpaper and some compound to finish it. You'd have to invest a good bit of time in it, and of course strip down the lappy, but definitely worth the time and effort for the finish you'll get (If you do it right).
