No it is possible with Satellite. The fact that Sky sells a pay service too is irrelevent. You may have satellite or TV aerial free channels with no subscription.

Satellite, 100s of companies apart from Sky can pay directly to have their channels broadcast. Sky does not own any Satellites. SES-Astra, Eutelsat and a dozen other companies that don't sell TV own the Satellites and rent space to anyone.

You can receive about 22 different satellites by moving the dish, a total of about 6,000 Free TV and Radio (mostly not English). The Satellites Sky broadcast from (close enough together in space to seem to be a single satellite to the dish) have about 850+ channels, about 270 TV & Radio are free, but probably closer to 45 TV and 20 Radio worth tuning in.

Cable is 100% subscription only, only the cable company puts channels on it. The cable company owns everything.

the bbc channels are all on NTL digital anyway, and the ITV channels are largely rubbish.
