I got a little black cord waistcoat and I'm just wondering what I can wear with it?

As its quite short and tight some tops when worn underneath it sort of gather and stick out at the end  and it doesn't look very nice!

Any tips or ideas? I'd like to be able to wear it dressed up as well as down...

Cream poloneck? White shirt? White halterneck? White always looks the best with black ones.

Yeh id say a shirt under it.
If your feeling daring, try a bright t-shirt.
IMO i think t's look great under them.

v.Diane Keaton with the waistcoat. I think that you're asking too much of it to "dress it up or down", particularly since it's corduroy.
