What do you think of the idea of an independent rating system for golf courses? Something that would give people a genuine idea of what standard a course is before they get to it. It might be based on quality of build, drainage, maintenance, facilities, etc.

The system already exists. The USGA operates the Slope rating system in the US. Courses have a 'Slope' rating from 55(easiest) to 155 (most difficult) , I think. This rates its difficulty, not such characteristics as maintenance standard, fun, facilities etc.

the slope rating like the SSS here, is purely a handicap related system imo not what the op is talking about.

Indpendent course ratings are done for the big courses by the various publications. Outside of this I think word of mouth is fine.
