I've used StartupCPL for years and find it very handy, it runs from control panel and lists each app that starts and allows you to let it to run or not. Well worth a look. Its also free.

If you have Windows Defender installed, its a free download for genuine XP OS, you can view all startup process, programs and delete them if necessary.

If you looking to actually analyse the startup and what's taking a long time and what loads fast then, http://en.wikipedia.org/wiki/BootVis

I know it's available for XP. Not sure about Vista.

Yep, use it myself and no installation required so all is good.

Does anyone know if any of the Apps mentioned will allow you to set the order in which devices a started (loaded)?

Try Microsoft Bootvis... still available on some shareware/file download sites (legally)
I've found benefits in the past, but MS don't recommend using it anymore as XP/Vista is supposed to handle the optimisations itself

Startup Delayer Gives you some control over the loading order. StartupCPL is my personal favourite.
