Not a huge user of Ebay but bought something that has to be used before
    next week.
Seller says he's sent it by registered post but won't send me the tracking number so I'm guessing he's done a runner with me dosh.
    Couple of questions
    (A) Does Paypal refund me for the total amount involved €400?
    (B) I need to get what "has been" sent so what do I do now, buy some different ones?
    (C) For an amount of €400 what should I have been looking for in the feedback, is there a minimum number of feedback seller should have?

    (A) Paypal will refund you for the amount of Buyer Protection shown on the Listing. Do a chargeback on your credit card for the remainder. Don't waste time on Dispute. Just open a Dispute and escalate to a Claim straight away
    (B) Put on record in message to seller in Paypal Dispute, prior to escalating to a Claim that you no longer need the item and in the unlikely event it does arrive, you will be returning it for a full refund.
    (C) High Tier Buyer Protection is €1,000 and for a seller to offer this there must be over 50 feedback and >=98% positive. Also look at seller's feedback for similar high value items completed

Get onto ebay and paypal ASAP and let them know whats happened. You dont want that lovely seller ripping off others before he's stopped. Both companies have full time staff keeping tabs on the dodgy ones but theres always some that get through.

When was it sent and where from? Registered should only take a few days from UK to Ireland, so if it's been over a week then he probably hasn't sent it at all, or sent it unregistered to save on the cost.

The only time a seller has ever refused me a tracking number was when it didn't have one, but was supposed to. If you can get him to admit in an email that it was sent normal post then you can forward this to eBay, but don't expect them to do much as they're pretty much useless.

Also, you can normally only claim a refund for non delivery after a certain number of days have passed. This is sometimes stated in the auction, often 21 days for international.
