but in the overall scheme of things how bad can this rusting be? Once brought onto irish roads the rusting should stop. Do uk owners suffer terribly from this problem?

Also ballpark, how much to import a 02 subaru forrester worth £3500 sterling?

As to the rust....no it's not a problem, check the car but you will see cars as rusty or rustier in Ireland which have never left our shores.

Cost to import is your expenses of getting the car over here + VRT. To get the car here it usually makes little difference to cost between getting it collected and transported over or going over personally (inspecting it) and driving it back.

The VRT will be calculated based on how much the revenue reckon it's worth in the Irish market, this is the OMSP (Open market selling price) and the VRT is 30% of that afaik.

VRT on a basic Forester (poverty spec) 2.0 engine with 60000 miles on the clock is €4436. bump that up to a 2.0 with leather and it's €4700

you can check yourself here. just remember to enter it s an estate as the system won't recognisa it otherwise
