Its done using algorithms. A mathematical formula or algorithms.

Each network generally uses subtly different ways of generating the cards. Some preset the deck, some select the next card as its needed, some use the chip electro static measurements to generate whats called an "entropy pool" to seed the RNG and some use things like the precise time the request was made to do that too. Just about all sites get trusted third parties to test and sign off on their RNG's.

Stars use entropy based on movements of the mouse AFAIK...the direction 200,000 unique people move their mouses in is as random as it gets
