If you have vista the resource meter will allow you to see exactally what is using bandwidth. You can also use a program called dumeter. It will not tell you whats using the bandwidth, but it will let you know how much is being used.

I'm using XP. I have a program which tells me how much bandwidth is being used. The reason i'd like to be able to see which programs are using bandwidth is because sometimes this program shows bandwidth usage i can't account for through the Internet, Steam etc.
