I have a mazda rx-7 1300 single turbo and am thinking of fitting a dump valve, Will this speed up the wear and will the engine have to be rebuilt more often?

No. You probably have a standard recirculating one anyway. However, there is a problem on some turbo cars using an air flor meter (afm as opposed to map sensor), when you change gear an amount of (previously measured) air is released and the car almost stalls for a sec. It is common on evos, etc. On my skyline I kept the original recirculating valve as it's still quite loud through the induction kit.
