for nicd batts its better to discharge fully before recharging as it extends the life of your battery. dont think you have to do it with nimh, i know i dont

most good chargers have a discharge option...

i think that answers the 3 questions

need a cheap battery discharger ? take a chassis fan from your old pc and directly plug your battery into it.
and its gonna refresh your battery at the same time ;)

Best battery discharger I've seen is a few hours shooting people at HRTA. Certainly the most fun method. :D

yeah its slow but the discharging is uninterrupted and regular, which is good for the battery, according to a friend who's into electronics :p

PCs operate on 3 primary voltages, 12v, 5v and 3.3v. 12v is supplied to essentially anything with a motor in it, such as fans, hard drives and optical drives like DVDs.

If you supply 12v to a fan, it will run at its full speed. If you supply 5v to it, it will spin at less than half speed. Hence applying 8.4v will just make the fan rotate at a slower speed than when connected to a 12v supply.
