Why do rental cars have "1" stickers on the back window?

Always wondered this couldn't find the answer on the interweb. Why do rental cars have no those 1 stickers on the back and what do they mean.

I thought they'd done away with that practice around the world as it made the occupants easily identifiable and subject to much thievery and assault for their possessions?

The 1 is the Hertz Rental Company i.e. we're Number 1. Avis, Enterprise, etc all use their own sticker. Nothing to do with requirement or anything else.

Some cars are leased from Hertz (as opposed to rented) and would still have this sticker.

Hartz cars have #1 on the back window , Avis have "We Try Harder" .

Avis and Hertz cars always come back in better condition than Budget cars for some reason.

Enterprise rental cars usually have "Astra" written on the back.
