    I have heard a rumour that Marks and Spencers are opening up in the new part of the centre. Anyone else heard this or indeed has anyone else heard what shops are opening up there?

    Looking for some new shops to wander around on Sunday mornings. lol;)

    I heard that rumour about a year ago but it seems unlikely to me. Pavillions already has 2 supermarkets (Dunnes and Superquinn). The centre is lacking a big department store though. There are no M&Ss in the northside suburbs (I count Liffey Valley and Blanchardstown as west here).

    Seriously - what is the story with the new section? With the exception of the cinema it has been finished and vacant for months now...Have they planning problems or why does there seem to be nothing happening?

    Regardless of how far west it is, Liffey valley is on the southside not the northside anyway.

    I can verify that M+S will be opening a major store there. The entire place is going to grow imensely over the next 5 years. Major development is being done to alot of the surrounding area too. I can prettymuch tell you that it will be the new centre of swords village. The area that is currently the outdoor parking is gonna be more retail space. Planning is at the early stages but the county council have already seen the proposals for the new development. Hotels, restaurants and more stores involved. Though they wouldnt have the specifics of who exactly will be taking up units in it yet at this stage.

    It will be an interesting project.

    :confused: I was there a couple of weeks ago and there were construction workers everywhere!

    Looks like they decided they could get an extra few square feet by extending the shops into the open area. It had all been completed then they started work again.

    No. I was looking at this from the cinema floor and everything looked ready to go except they had cut holes in the pristine marble floor. I thought they were going to be putting in kiosks and had to provide power. What they were actually doing was pouring in bases for the structural steel and the all the shop fronts have come out by several metres. You can see this if you look over the railings at the cinema food counter

    That article only said that the new phase would be targeted by the like of M&S and Debenhams. I guess we'll just have to wait until the bit opens to see for sure!

    First things first M&S are not going into the new section. The reason for the delay is basically the Pavillions was sold last year to the same crowd who own DunDrum centre and the new owners were not at all happy with the lay out. As you can see from the top floor the amount of waisted space was a joke so they have made most of the units bigger. Also they have now linked up to Pennys and all new shops are due to open within the next 6 weeks.This also includes the new units at the side of Pennys.

    Sorry to hijack the thread, but does anyone know why Aldi or Lidl don't have an outlet in Swords?
    They open up in areas with smaller populations, could it be planning issues?

    Unlikely, the shops in the new section are not very big. Pennys on the main street side almost backs onto SuperQuinn.

    Spot on. Was in the commercial section of the Irish Times today. Zara are the only major new player. You are right about the Penny's link as well.

    Read in the SBP that a sushi restaurant called Yo! Sushi will be opening in November. There's one already in Dundrum SC.

    There is a long "tradition" in the area of lobbying by powerful local business interests against new openings. If that doesn't work, local business owners have been known to buy up land in the vicinity in order to prevent anybody else from developing it. (Or using it as part of a planning permission application as parking, etc). You have to remember this is Ray Burke county. Local cultures are hard to change, especially in an ireland still heavily driven heavily by property development/ownership interests.

    Sadly, they don't have the documents going back to the mid 1980s objections to the original development. They made interesting reading at the time. My sister did her masters degree in Geography, incidentally, on the mass of revisions made to local draft area planning documents, which strangely enough, seemed to coincide with plans for bigger commercial and residental developments. A significant businessman from the Kilsallaghan area suggested to her to look at landbanks owned by one particular business interest, who had strategically bought up a number of properties (at the time mostly derelictions and rough scrub) in order to prevent anybody else from developing them as competition.

    Having said that, since then most of these lands have either been developed on, sold or had proposals made. There is one still up before the planners which may turn out to be particularly interesting, last judgement I saw was 2004.

    New section is opening next Wednesday the 24th im told. Zara(on two levels) Champion Sports, Esprit, Diesel, Du Pareil au Meme, Butlers Chocolates, Body Shop and Yo Sushi and a few others. Not all shops will be open but will be by mid November.

    M&S confirmed yesterday that they will open their biggest Irish store (12,000 sq m) in phase three of The Pavillions (planning for which will be applied for early next year)

    Next march Tommy Hilfiger, Espirit, Bertoni, Champion Sports and Yo Sushui will open in phase two.

    At present apparently 150,000 shoppers shop there per week.

    From today's Irish Times:

    House of Fraser is to open its third Irish store at The Pavilions shopping centre in Swords, Co Dublin......
    Marks & Spencer will be the second anchor store in the next phase of The Pavilions where it will have its largest Irish outlet of 12,077 sq m (130,000 sq ft).

    A planning application is to be lodged early next year for an extension of 55,740 sq m (600,000 sq ft), bringing retail space in The Pavilions to more than 92,903 sq m (1 million sq ft).


    So it's not actually definite, if planning permission hasn't been given yet. The article also states that it will be completed by 2012.

    All this spells yet more construction hassle for Swords.

    F08A/1057 is the planning number, the text is a bit long winded but may as well put it up for what it's worth, I've highlighted the important bits.
    A 7-year permission for development at this site. The proposed development comprises the construction of Pavilions Phase 3, a mixed-use town centre development amounting to c.272,637 sq.m. total Gross Floor Area (GFA) and accommodated in buildings ranging in height from 3 to 10 storeys over three levels of enclosed basement car parking, with an associated network of open, sheltered and enclosed streets and spaces. The proposed development includes the following elements: A total of c.124,119 sq.m. GFA of mixed use retail, commercial and community uses (including ancillary areas), broken down as follows: - 137 no. retail units (c. 63,843 sq.m. GFA), including 2 no. retail anchor units (Anchor Unit No. 1 measuring c.11,284 sq.m. and Anchor Unit No. 2 measuring c.12,080 sq.m., gross floor area), including ancillary storage and staff facilities, generally located at Levels -1 to +3; 35 no. restaurant/cafe units (c.4,942 sq.m. GFA), generally located at Levels 0 to +3; 1 no. public house of c.696 sq.m. GFA located at Level +1 and Level +2; Office block measuring c.15,593 sq.m. GFA): Revisions to the layout and configuration of the existing Pavilions Shopping Centre, previously permitted under Planning Reg. Ref. F98A/1100 to provide for its integration with the proposed Pavilions Phase 3 development including demolition of existing areas of Phase 1 and Phase 2 at Level 0 to Level +3 (c. 3,877 sq.m. GFA). Creation of new internal network of open, sheltered and enclosed pedestrian streets to connect to the existing surrounding public footpath and road network. The proposed development will result in the creation of 5 no. new open and sheltered streets at Level +1 - primary streets called up as 'Central Street', 'The Rise' and secondary streets called up as 'Southern Street', Shop Street' and 'Retail Street'. At Level 0 streets shall generally be enclosed. Creation of new urban spaces, called up at 'Pavilions Place' and 'Malahide Place'. Replacement of 3 no. existing vehicular entrances with, 1 no. temporary construction entrance in place of the existing emergency entrance at the R132, and 3 no. new permanent vehicular entrances and associated access roads for use during construction and operational phases, comprising 1 no. new left in/left-out vehicular access off the R132 on the eastern site boundary, 1 no. vehicular access off the Malahide Road on the northern site boundary and 1 no. vehicular access off the Dublin Road on the western site boundary. The proposed development will tie in with infrastructure works, approved by Fingal County Council in accordance with Part 8 of the Planning & Development Regulations 2001-2007, to realign and upgrade the existing R132 to accommodate access to Pavilions Phase 3 car parking areas in advance of Metro North. 3,145 no. new car parking spaces over Level -2, Level -1, Level -1M, Level 0 and Level 0M, including 2,819 no. covered car parking spaces and 326 no. open car parking spaces. Residential covered car parking of c. 5,880 sq.m. and non-residential covered car parking 102,081 sq.m. 625 no. new bicycle parking spaces, to be provided throughout the development, to cater for both retail./commercial/community and residential uses. All ancillary areas including circulation space, service routes and yards, storage areas, commercial and residential refuse storage, roof plant and plant rooms, meter room, 18 no. electricity substations, etc. All site excavation, demolition, landscaping and ancillary development works. All on a site measuring c.7.46 ha, currently occupied by existing surface car parking, circulation and service areas associated with Pavilions Shopping Centre, open lands and 3no. existing dwellings, and bounded by the Malahide Road and Longlands to the north, by The Paddocks and Carlton Court residential estates and associated public open space to the south, by the R132 Regional Road (formerly the N1) to the east, and by the existing Pavilions Shopping Centre and Dublin Road to the west. An Environment Impact Statement (EIS) will be submitted to the Planning Authority with the planning application.

    Half of the ground space of phase 3 currently is unused so it should be no problem.

    New phase set to create 4,000 jobs

    Thursday September 11 2008

    Some 4,000 jobs will be created in the Pavilions Shopping Centre when its next phase is completed, plans for which were unveiled last week.

    Chartered Land lodged its planning application for the €1 billion development, which will see over 100 retail units, two major department stores, nearly 200 residential units and four blocks of office space being delivered to the Fingal capital.

    A further 3,000 jobs will be provided during construction of the centre, which is expected to be completed in 2013. According to the developers, the plans will reflect Fingal County Council’s overall masterplan for Swords - the creation of a new 100,000-populated city, with improved facilities and amenities.

    ‘We have been particularly conscious of ensuring that our plans for Swords Pavilions are totally in keeping with and supportive of the evolving plans that Fingal County Council has for Swords,’ Chartered Land, chief executive Dominic Deeny said.

    ‘We are keenly aware of the needs of this part of North County Dublin which is set to continue its population growth well into the future. ‘While our expansion plans could well stand alone on their own merits, they will be all the stronger in the context of the many developments envisaged within the masterplan.’

    The expansion will incorporate a number of new naturally-ventilated public streets, meeting places and exhibition spaces, all of which will be covered by a high-level glass roof structure.

    Central to the expansion will be the inclusion of over 40 new restaurants and street cafés, which will create a new social and cultural district for Swords.

    Both Marks & Spencer and House of Fraser are both set to be part of the scheme, while there are also plans for a medical centre, crèches, community rooms and a daycare centre and improved public transport provisions.

    ‘We believe the Pavilions is well on its way to becoming the destination of choice among shoppers in north Dublin and further afield and we are delighted that both M&S and House of Fraser have confirmed that they will be opening at Swords Pavilions,’

    Mr Deeny added. ‘Both will offer consumers an incredible choice of quality brands and will further highlight Swords Pavilions’ credentials as it steps up to regional centre status.’

    ‘We have been optimising our operations for some time and will continue to do so to meet the needs of the business.’ According to the company, Swords Laboratories is the ‘launch site’ for many of the new healthcare treatments it develops and it is one of the ‘key suppliers’ of bulk pharmaceuticals to finishing plants around the world.

    ‘All workers affected by the decision have been notified and discussions in relation to these changes are ongoing with employees and their representatives,’ the statement continued. ‘The Department of Enterprise Trade and Employment, IDA Ireland and all other relevant bodies have been notified of the decision.’

    Last October, the Fingal Independent exclusively revealed fears over job security, when employees told of the ‘uncertainty among staff’ concerning their futures. BMS responded by stressing the ‘promising future’ ahead of the Swords plant.

    ‘There are no plans to close this site, and at this point in time, there are no plans to reduce the workforce at Swords,’ the company said last year. A statement on behalf of the company was also read out to county councillors at the October meeting of Fingal County Council. It stated that there was ‘no plans to close the site’ and ‘no plans to reduce the workforce at Swords’.
