Port Forwarding Help

I have set a static IP address and set up the port forwarding on my Linksys router using the guide on Port Forward.com but still it fails the tests and gives me crap download speeds. Can someone please suggest what common mistakes are made, it's driving me nuts!

You've probably done this already, but would it be a firewall or anti-virus software?
