Painting problem- ceiling

    Hi, we recently bought a house and spent the last few months moving stuff etc. Didnt notice we had a leak from a toilet upstairs.Had a plumber fix it but water came down through the kitchen ceiling and made a mess of the paint.
    Its a new house that wasnt skimmed. I have tried to sand down the bad area to repaint it but if I go near the damaged area the original paint peels off like a skin.

    Is there anything I can do to put this right?Or do I need to consider getting someone in the skim the ceiling. It looks bad as its the first thing to be seen when you enter the kitchen.
