If you're staying in downtown San Diego you should be reasonably OK, but if you're out even a couple of miles you'll need a car. We tried to do without one for our first few days there (although we were going to get one anyway to travel around after we left SD) but gave up in the end and got it earlier than planned because of where we were staying (Hotel Circle). You don't need a car in San Francisco. In fact you're nearly better off without one.

I would second San Francisco as a great place to go if you don't have a car. I went there on a J1 a few years ago and I really loved it! As American cities go, it's really easy to get around in by public transport. There's a great tram and bus system, so if you stayed somewhere in the city you'd be fine. There's also loads to do there so you'd have a great time! I went to San Diego for 2 weeks at the end of the J1 too, and stayed in one of the beach towns outside the city. I think the one I was staying in was Mission Beach... I wasn't there for that long, but I didn't think the city centre was the most exciting place at all, and as far as I could see the public transport would have been as good as in SF at all. If you just wanted the California beach experience though, you could just stay in one of the beach towns. Good for surfing, sunbathing, night life and general chilled out, ageing hippy vibe... You could also go to Tihuana for a day trip, fun and completely different to San Diego even though it's just an hour away!
