toilet problems. Blocked?

    Apartment complex.

    Two loo's, one down stream from the other I presume.

    A long term problem, although it seems to vary in 'intensity'

    One you flush the loo, it works, but then the water level seems to ebb and flow a little, before settling. Then discoloured, and foul water enters the bowl, and settles at the bottom.

    Presumably it's blocked a little downstream. How do I diagnose and solve this? It's fairly unpleasant.

    Sounds like its blocked somewhere down stream in the main discharged pipe. The only way to find out is the locate the nearest AJ (access junction/man hole), lift the cover and get some one to flush you toilet while you watch the flow. If the flow in in the AJ begins to flow away at first and then flows back towards you, there is a blockage. Invest or rent some sewer rods and poke out the blockage.
