    Hard to tell without the article accompanying it.

    Specifically: how exactly have they produced numbers for 'competitiveness' and 'future orientation'? What have they measured?

    In economics, there is generally a tradeoff between current consumption/the present and saving/investment/future consumption/the future. The graph shows a correlation between cultures which tend to place a relatively higher value on the future and competiveness.
