Does anyone know of any free software available which might be similar to Paint Shop? Such as something basic which can be used to manipulate clip art. Thanks

Try Paint.NET -- an improvement over Microsoft's basic Paint program -- or even the GIMP for Windows.

Or The Gimp - open source program offering more or less the same functionality as paint shop. - OOPs hadn't seen that ethernet had also mentioned the Grimp. :-)
