Why do we have ministers without ministries?

    Just crossed my mind today but when did we start calling departments, departments? Did we always do it? Would it not be more appropriate to have called ministers, secretaries, as in the US or just have a ministry instead of a department? I'm not advocating that we change anything btw, no point now. Just a bit odd.

    Doesn't really matter what they're called. What matters is whatever monkeys running the thing are actually doing something.

    That's my two cents anyway.

    I suspect it may have been so as to differentiate between Dublin and London.
