Advantages and Disdvantages of a System of Investigating Magistrates

What do you think of the 'Juge d'Instruction system that they have in several continental countries.

The JdI is a trained judge usually fairly young who conducts an investigation into the case; he can interview witnesses, examine documents and look at all evidence. Then he decides if the case should procede.

An advantage is that cases have a strong central champion and so complex cases can be taken and driven through to court (which seems probelematic in Ireland).

This could be a disadvantage; if a JdI spends 2 years investigating politician X for corruption and discovers that no corruption took place will he feel the need to railroad politician X for the sake of his career.

    Any other advantages and disadvantages?
