My bicep and tricep muscles are quite small just above the elbow, how do I increase or make a similar size to my biceps.
I also have a similar problem with my Pecs, the upper quarter near my shoulders are much smaller than my lower pecs.
What exercises can I do to increase these?

I find that tricep skull crushers work the best for working that part of your tricep. Lie on a bench flat and use a e-zbar to press the bar up and down towards your head. Keep triceps tight to body for best results. Asd for the bicep i find that concentration curls or preacher curls work the lower part of the bicep really well.

As for the Pecs to work the lower portion of the pecs i recommend a declined dumbbell press. Make sure you have your feet or legs secured first and always have a spot .

Apologies my exercise parlance is not upto scratch!

With just a pair of dumbbells and no bench can I do anything?

For biceps I usually curl the bells upto shoulders while standing, on the downward side I nearly fullt extend the arm.
For triceps I do the one sided row.
For the upper pecs I usually lift over the head but I think this helps the shoulders moreso than the upper pecs.
