    Hand 1 : Fold.
Looks like a semi bluff, but your hand weak enough that you may still be behind, even if he doesn't hit. He's played it strongly, I think you can find a better place to get your chips in.

    Hand 2: Call.

i think you should raise more pf, and fold to the reraise.

call. raise more on the turn if you're gonna raise.

As lloyds said for hand 1 so much more prefer to 4 bet then call.
As played it's a fold for me.

Hand 2 I would make the call

#1 fold preflop, and fold the turn

#2 is such an easy call

re hand 1, at the time i figured i was getting over 5/2 on a call of his re-pop, turns out i was getting 2.73/1. i figure he could be doing this light/with air (he has before) and i just thought my hand was ok too take him on with given the pot odds and his history so why not take a flop and give him a chance to bluff it if i hit it decent. if i four bet and he does have a hand hes shoving or even worse he flat calls and im in a massive pot oop with a bad hand.

you have horrible reverse implied odds and you are out of position which is bad for a variety of reasons
