Help with partitioning HDD on Windows XP

I'm trying to get an old game (Fallout) to work, and I've followed all the instructions here - http://www.nma-fallout.com/article.php?id=1593. However, I get an error message saying that I need 20 mb of free space in order to play the game. After a bit of googling, it appears that the cause is my hard drive which is in NTFS format. I have 2 HD's and both are in this format.

According to the first guy here - http://www.thebestcasescenario.com/forum/archive/index.php/t-2283.html - I need to partition a section of my HD to Fat32 in order to get the game to work. Can anyone help with this, as the instructions online tell me to run 'compmgmt.msc', go to Disk Management, right click on a section and start a new partition, but when I right click there isn't any option to do this

I don't know what info anyone will need to help me, but I have 4.3gigs free on my C drive and over 60 gigs free on my other internal but slightly slower drive. I want the partition to be as small as possible given that Fallout is 548megs in total and it needs (apparently) 20mb free to run.

Thanks in advance if anyone can offer any advice! :)

P.S. I'm now getting an error that says "Could not find the master datafile. Please ensure the Fallout CD is in the drive and you are running it from the directory you installed it to." -> the file master.dat is definitely in the same folder that the falloutw.exe file is in, and technically seeing as I've basically copied half the stuff over from the CD I don't know if it's supposed to need it or not..
