Ok I have The TLP 4000c so maybe I can help(Quite similar)

For Me. Adjust the current to 0.
    Plug in (Beeps i think)
Connect the battery (Watch the Polarity). On my there are leds which light up for Power and Slow. Multiple presses of the mode button toggles modes. The con though is on slow(trickle) charge it beeps evey 5 seconds! So annoying.

Yours is a bit more complex but TLP give Sh1t instructions(single sidded a4 half of which is warnings).

What does it say on the screen when you plug it in.

BTW, did you put the battery in the output?

Oh, wait, just had a thought, Before you plugged it in did you select 240V on the bottom? If its on 110V(or whatever it is the US uses) then your pooped!

    thanks dude for the reply,

    well here is the steps.

i plug it in. there is an lcd screen and a switch with 3 settings. voltage, a middle setting and another one called current capacity.

it beeps once when i plug it in
i have the cables attached to the battery no further sounds at all

but no matter what i do noting happend. the volts may change a little , the led light for discharge is on, the mode button does nothing. if i change the above settings it doesnt make any difference

it auto sensed the euro setting to 220v

    and thats it...

apparently the lcd screen shows from a review i read

The built in LCD screen allows the voltage, amperage or capacity

    still not working tho

Turn it On then connect the Battery.
Is the BAttery a dud or has it worked with other chargers?
    Can you hear the fan?
    What does the LCD Say?

    yep the battery works alright...

the lcd on volt setting says 12 volts . actually i f i unplug it with the battery on it seems to read the volts from the battery 8.6.

there is no fan. it beeps once when i power on

the only light that is on is the discharge light, but i actually think it is trickle charging the battery.

i think its a dud tbh or else theose other seetting apply only to Lion batts -- i am only using nicd

If the fan isn't going then I'd say it's knackered :( I don't recommend opening it either unless you are trained in electrical power supplies. Best to just contact the supplier and tell them it was malfunctioning out of the box.

    bash it with a hammer?

nah, just kidding, id say try getting a replacement unit if it's not charging on fast charge, slow charge isnt gonna be much use, as you say, you may as well have bought a 10 dollar charger
