chalets - do they need p.p?

    To cut a long story short.. here goes.. i have a neighbour who wants to put a chalet on his site and move his inlaws in. we both have ajoining 1 acre sites. He has planning for a 50sq metre shed and has been refused a larger shed already as it looked suspect and was warned in his conditions that it was not for human habitation.

    My question is.. i have mixed reports form both various people about whether these chalets need planning permission. the council say they need p.p yet a council worker - who's also a friend says in come cases they don't...

    Its approx 24ft x 35ft. His first 'chat ' about this was he'd build a 6 ft wall. then when i looked at his p.p for his overall site he was putting his structure about 35m back from where his shed is supposed to be. If he goes ahead he'll block my evening sun from the west. i've clearly stated i'll only agree to what he has planning for.. which is a shed 50qm without p.p.

    Can anyone clarify if he there are any clauses / loop holes that he may be able to put it on his site withoiut p.p??

    There are no loopholes in these situations although people have been known to get permission for a garage/store and then use it as a granny flat or self contained living unit which is of course in contravention of the permission granted. At that stage their original permission has gone by the wayside although if pressed most planning authorities would allow them to convert it back to its original intended use.

    Planning permission is needed for any type of living accommodation - flats, chalets, mobile homes etc.

    If the structure is approx. 24' x 35' then that rounds off to 78 sq. metres which is obviously a lot larger than he got permission for.

    Probably answering a bit late. Yes he does need planning and any previously application for a shed won't change anything.
