Broadband limit for each user

    Hi
    I wanted to know about limiting the bandwidth usage within our network in the house.

    In our house we have netgear wireless router WGR614.

    we are 3 guys in the house. one of our mates download stuff 24/7 from P2P which takes away all our bandwidth.

    is their any free software which can limit bandwidth per user based on our ip address.

    i tried on the router, but we dont have that facility.

    pls let me know if there is any in the market to limit 30% each per user bandwidth
