    It can, if configured correctly, there are many variations in the PAL system, I used to have a chart which listed about 37 variants of PAL.

    The basic difference is the audio channel, German PAL and Irish PAL uses different audio settings.

    It would need to support UHF and VHF, most germans units would do this.

    Germany uses PAL B/G but PC TV tuners are usually wideband with multi-standard support so you'll likely find PAL I as an option in the tuner software.

    I've never seen a modern TV card that wasn't multi-region.
