Second Driver under 25

    Hi,
    We are looking to hire a rental car for 3 weeks in california
    Our main driver is 21, and so we have to pay a premium of 400 dollars to allow him to drive, we can not however find a company who will allow a second additional driver who is under 25, ( he is 20), how do we go about getting him insured?
    Is it possible for him to buy car insurance that will cover any car he drives?
