PVC window latch and velux blind

    Hi

    I have two small issue that I want to solve as cheaply as possibe,

    1) Latch on PVC window has snapped, can these be replaced easily and where do i get one?

    2) Spring is gone on velux blind (whole length has uncoiled and nearly touching the ground), blind is in good condition other than small tear near the end, ideally would like the blind shortened to take out the tear and have it resprung, is this possible? and would it be worth my while as opposed to replacment?
