Is it based on the tote or is there another way?

Its a very complicated formula (and fairly secret in the sense that onlt a few pages of it have been publicly released) which takes into account a variety of factors such as.

    1. The price of the 2 horses.
    2. Their price relative to the favourite.
    3. Their prices relative to the average price of a horse in that race.
    4. The spread of prices in the races.
    5. The amount of runners in the race.
    6. On the flat whether the horses where drawn close to each other.
