It would be handy knowing the O/S for starters.

But using my Crystal Ball and amazing powers of deduction, you're running XP, now cross my palm with silver.

If you can't get it to start in Safe Mode, then it's not a recently installed naughty driver.

In which case I'd suggest that it's maybe some of XP's system files gone astray due to problems with your HD or a particularly virulent virus.

You could try running Windows XP repair installation if you have the disc.

Did you just buy this laptop? What happened to it?

    Its 2 years old.

I closed it while it was still on. Normally it should power off but it stayed on. When I switched it on it just wouldn't get past the Dell start up screen

sounds to me like its stuck at bios screen, nothing to do with XP installation.
I would remove cd-drive, hd, one memory stick and see will it get past bios screen.
Getting stuck at bios screen is usually ram related.

what model is it? and when you power up the laptop and you try to access bios what happens?

It looks like the machine is not POSTing, which means the problem lies with hardware or the BIOS, nothing to do with Windows.

Remove as much hardware as you can (Battery, CD, Hard Drive etc). Press and hold the power button (with battery and AC not connected) for 30secs.

Connect the battery and AC adaptor, and start it up, then press F2 (I think) to enter the BIOS setup page. Look through the options, and their should be something called POST settings, set it to Extended or Slow or something like that. Restart and see if it gives you an error, anything other then "cannot start OS".

If it works, then put back in the hard drive and see if it will boot into windows. If it does, shut down and replace the hardware, one piece at a time untill the error comes back (or doesnt).

Failing that, give Dell's tech support a ring, or try their discussion boards.

What model laptop do you have? I know that on some, their are Key combinations you can press to check if a hardware device is working, e.g. Alt+F will beep on Inspiron 6400s if the DVD Drive is properly installed.
