If you want to host it yourself then I would recommend http://wordpress.org/, if not then http://www.blogger.com is your answer

blogger.com is a good place to start blogging and test the water.

A more versatile blog site would be wordpress.com. If you like wordpress you can download the blog software and host it on your own domain name easily enough.

Starting off you might want to try one of the free blog hosting services, such as blogger, blogsome or wordpress.com

Once you're comfortable get your own domain and setup your own blog. It's not that hard these days, as most of the hosting providers offer a choice of blogging software pre-installed
