I've a full bike license, but since moving to the countryside have become a car driver for practicality and frankly safety reasons.

I'd love to be able to hire out a bike and race the bejebus out of it around a track or course for the fun of it and to remember what 0-60...100+ really should feel like (5 seconds+ for 0-60 = granny pace on a bike..in a car its almost wet pants time for some car drivers.. )

Is a possible to rent out a reasonably quick bike and do some laps around Mondello or just go out on a ride?

Have a weather station?, why not join the Ireland Weather Network - http://irelandweather.eu/

Yeah, not in this country. My better half was trying to get a day at mondello for me for my birthday, but it turns out that you have to bring your own bike :(
