You're MEANT to be able to do this but I can't find any way to do it. Let me guess, despite the fact that it should make no difference where in the world it is, it's blocked out for Irish users, and my refund is now useless and I have to get a refund and another 3V card all over again?

    Urgh...

You should be able to select 'More sources' or similar at the Paypal Checkout when buying something. Normally it defaults to a credit card but if you have something in your Paypal account then it should default to that.

To pay with your balance just delete all other methods from your account i.e. credit cards. You can add them again later.

Really bad idea. If you delete your credit card you can only re-add it once. After that, that card number will be banned from Paypal forever.

I had a problem updating my cards expiry date, Paypal kept denying it so I removed the card and added it again. Worked fine until that one expired and I tried the same thing and failed. Rang Paypal and they say that card number is now blocked, by Visa, from ever working with Paypal again.

Indeed, hard enough to add a card once without doing it again! :)

Just a note, you can only pay for things in the currency in which your paypal balance is held.
ie you have €40 in your paypal account you buy something from the UK ebay site and want to pay in sterling? You need to convert the balance from EUR-GBP then pay for the item.
If you have sold items in USD GBP and EUR then you should hold balances in all these currencies if not you will need to convert from one to another.
