Apologies if this is suited to consumer affairs so mods feel free to move

In november i got some audio stuff from the states via fedex,it arrived and turned out to be faulty so returned to sender for a refund - grand.

A few weeks later a bill comes from fedex,i contact them and tell them i sent the stuff back and they said fine that they took note of it.A few weeks pass and another bill comes along which i ignore, now another "final notice" one has arrived.

I then emailed them telling them what had happened and recieve this

The above invoice relates to import taxes, levied by Irish Customs & Excise.
By way of explanation, all goods entering Ireland may be liable for import
charges in accordance with Customs & Excise regulations. Any monies due on a
package are paid in advance by the carrier, so that the goods can be
cleared, and delivered, in a timely manner.

Although we understand from your email that these goods have been returned
due to being faulty, there has been no FedEx error, therefore the charges
are still payable as advised above, the charges have already been paid in
advance of delivery by FedEx to Irish Customs and Excise.

So have i no choice but to pay charges on something i dont even have?

posession is 9 points of the law. Keep your money in your pocket.
Surely Fedex should be looking to get a refund from the Customs and Excise not from you? Offer in writing to provide documentation to help them do this.
I'm not an expert but IMHO if it ever got that far they would be laughed out of court. You may still have to pay them some kind of processing fee.

Im afraid I whole heartedly disagree with the previous post, My friend was in a similar circumstance with DHL I believe where after the whole affair he ended up oweing money too that he was unaware of and hence ignored. He received a phone call informing him that his debt was to be passed onto a collection agency where his name would be published in a magazine which lists people who are in bad credit (the name escapes me of the magazine, even after a google search for it!)
Needless to say he ponied up the dosh to avoid the bad credit history.....Just some food for thought. If the amount required isn't extorsionate just pay it.....

    Its 30euro

I wouldnt mind but over the years ive paid fedex in excess of 500e on customs charges already so its not from trying to dodge them.It just doesnt seem right that your expected to pay for something that you dont/wont have

Well... another approach might be to contact Customs yourself and see what they have to say about a refund.
The magazine that majiktripp is talking about is Stubb's gazette. I wouldn't want my name in there.
