short focal lengths and step-up rings

I'm trying to save a little money, but think it might not be the best idea. Here's my situation:

My 77mm circular polarizer broke last semester in Galway. I've been missing polarizers ever since, and I want another. That lens is a 10-20mm w/ 77mm filter. I have another that is a 28-300mm w/ a 72mm filter. My question is: if I buy a 77mm filter w/ a 72-77 step up ring, will i get vignetting around the edges of the 28mm shots? Also, I'm thinking that using a step-up prevents me from using the lens hood. Any thoughts on how effective those things are?

The difference is only $30, so it isn't a big deal. I'm really curious more than anything. Thanks!
