Windows Log Off Problem

Hey, my family and I sometimes have this problem whereby when some of the users on the computer try to log off, it doesn't actually log off.
After clicking the log off option, nothing happens. The catch is it only happens to two of the four users on the computer.
Does anybody know what causes this?

There is something running in the background for those users that is ignoring the Log Off message sent by Windows, thus halting the entire process.

And sorry for being in the wrong forum.
