Looks like The Departed will not get a release in China. Can't see why they would block it. It doesn't isn't anything really political in the movie.
An executive at Hong Kong distributor Media Asia, which owns the distribution rights in China, said they were told the US thriller was "inappropriate".

China only imports about 20 films a year, so it is not uncommon for the country to block Hollywood movies.
About 20 films a year are imported. Wow. Anyone know where we could get the list and see what got passed the censors.

Does China have a good film industry? Is there much talent in the country to keep the industry going without foreign movies?

Well if they're only going to let 20 films in each year then there is no point in bringing in a film that is a remake of one of their own.

Hong Kong hasn't been been under Japanese rule since a brief period in the 1940's.
